Kind of seems like abuse of the database, to be honest. Typical Microsoft: Obfuscate things because that furthers nefarious goals. The golden age of "make this reasonable for users to actually use" has passed.
Often times HKLM is consulted if there is no HKCU entry at all. Is that not the case with these specific settings?

generally speaking yes using HKLM is sufficient for this particular export to control winders update preventing the "install updates and shut down" appearing on the start menu and in the shut down dialogs of XP, Vista, win7, and winders Ape dot One dot One
however, there are some policies which reside in HKCU only
and attempting to import those .reg files with a machine GUID makes them not functional or ignored or partially functional
that's why the home versions should have never happened home versions are a security neutered pile of excrement but sometimes I have the "privilege" of helping friends / family get their system running and secured etc. for that I have a pile of .reg exports from Group Policy modifications done on XP Pro, Server 2003, or Win7 Pro / Ultimate the majority of Group Policy and Security Policy changes will be effective on a home version with a tiny fraction of Security Policies that will be ignored, eg. some things specifically related to domain join can be imported but have zero effect on the system except taking up space in the registry
the homeless versions are still a full NT OS hiding underneath the crap SKU version license restrictions even Starter will take the Group Policy .reg imports
I find the lack of configuration options disturbing !
I felt a great disturbance in the force.. as if millions of win 7 systems suddenly cried out in terror.
